National Assembly: MPs learn about the mechanisms of Public Private Partnerships

On 21 June 2023, the Ministry of the Economy, Planning and Regional Development organised a seminar at the National Assembly to familiarise MPs members of the Economic Affairs, Planning and Regional Development Committee with the mechanisms of Public Private Partnerships (PPP).

The aim of the seminar was to build the capacity of MPs, members of the National Assembly’s Economic Affairs, Planning and Regional Development Committee, for a better understanding of mechanisms of PPPs and the draft law setting out the general regime for public-private partnership contracts. During the seminar, experts from the Support Council for the Implementation of Partnership Contracts (CARPA) gave two presentations explaining the concepts and characteristics of Public-Private Partnerships (PPPs), as well as the innovations in the draft law setting out the general regime for ongoing partnership contracts at the Parliament. They also highlighted the key role of PPPs in financing major infrastructural projects, necessary for the structural transformation of the economy, a major pillar of the NDS30. At the end of the seminar, the Chairman of the Committee, the Honourable Mbe Assae Mendomo Théodore Alexandre, stated that he was satisfied because the rich and fruitful exchanges helped the Members of Parliament to enlighten on some aspects that hitherto seemed incomprehensible.

It should be noted that among the main considerations defined in the framework of the successful implementation of the NDS30, the Government has, among other things, favoured the Public-Private Partnership (PPP) approach for outlaying major projects. So, in order to give PPP its full effect and enable it to support the ambitions of the structural transformation of the economy, it seemed necessary, in the light of international best practice and other successful African experiences, to readjust its implementation in our country, in a twofold process of tidying up and enriching its legal regime. This is the aim of the draft law setting out the general regime for Public-Private Partnership contracts, which was submitted to the National Assembly on 09 June 2023 for review and adoption.
